Below is the Citation of this award:

For outstanding performance as Aircraft Ground Support Technician,Carrier Air Wing FIVE Weapons Detachment, Anderson Air Force Base, Guam, from 5 to 30 September 1994. Petty Officer Tudela performed his demanding duties in an exemplary and highly professional manner. Demonstrating superb technical skill and personal initiative, he maintained 36 pieces of support equipment during inclimate weather conditions throughout the 1994 Carrier Air Wing FIVE MAARP/AARP detachment. Petty Officer Tudela's dedicated efforts significantly contributed to Carrier Air Wing FIVE's impressive 99 percent sortie completion rate, 658 total sorties flown, 1,076 total flight hours and expenditures of over 500 tons of ordnance. His diligent efforts inspired all who observed him and contributed to the successful accomplishment of the air wing's mission. Petty Officer Tudela's professionalism and devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service.
